How Fuel and Gas Fixed Tax Calculator works

Published categories include bulk fuel storage at 50 AFN per metric tonne, certain retail gas sales at 80 AFN per tonne, retail pumps at 0.30 AFN per litre, and commission-agent tiers of 100,000, 70,000, 50,000 or 25,000 AFN per year.

Tax calculation assumptions

Historical fuel schedules are intentionally unavailable until verified. A taxpayer’s precise activity and official agent grade must be confirmed.

Practical tax guidance and worked considerations

Select the fuel-trade activity before calculating

Tax treatment can differ between bulk oil and gas import/storage activities, traders selling by the kilogram and commission-based sellers in different business grades. Choose the matching classification rather than applying a single per-tonne rate to every fuel retailer. Confirm the quantity unit, whether tonnes are metric, and the transaction being assessed.

The 2026 fixed-tax announcements

The government announced 50 AFN per tonne for specified bulk oil and gas activities and 80 AFN per tonne for specified tonne-to-kilogram traders. Separate annual fixed amounts were also announced for grades of commission-based sellers. These are different tax bases: multiplying an annual category levy by tonnage would produce an incorrect result.

Evidence and official reference

Keep your purchase/sales invoices, quantity measurements, import status, commission arrangements and business classification. Cross-check the government announcement and detailed Ministry of Finance rules before filing. This calculator does not estimate customs duty, freight charges or every fee associated with importing fuel.

Frequently asked questions

Which activity has a 50 AFN per tonne tax?

The cited reform includes qualifying bulk-storage or wholesale activities.

What about certain gas retailers?

Published guidance cites 80 AFN per metric tonne.

What is cited for retail fuel pumps?

0.30 AFN per litre, where applicable.

How are commission agents treated?

Four annual fixed-fee categories are described in the reform guidance.

What are the commission fees?

100,000, 70,000, 50,000 and 25,000 AFN per year by assigned grade.

Why is historical fuel tax unavailable?

A comparable fully verified historical schedule is not included.

What unit should I use for bulk storage fuel tax?

The supported storage category is entered in metric tonnes, not kilograms, barrels or litres.

How should gas sold by the kilogram be entered?

Use a metric-tonne equivalent after confirming that the chosen fixed-tax category applies to your gas business.

Which fuel operation uses a per-litre model?

The supported retail pump category uses a cited 0.30 AFN amount per litre for qualifying operations.

Does the tool automatically convert litres to kilograms?

No. Liquid fuels have different densities, and the correct statutory unit must be chosen explicitly.

What is the modeled tax for two metric tonnes in the 50 AFN category?

The estimate is 100 AFN before determining whether the business qualifies for that category.

What is the modeled per-litre tax for 1,000 litres?

At the cited 0.30 AFN per litre, the estimate is 300 AFN.

Are fuel import customs duties included?

No. Customs tariff, excise, freight and import obligations are separate from these fixed-tax measures.

Can commission agents calculate tax without entering a volume?

Yes. Annual broker fee categories use the assigned grade instead of sale volume.

What is the modeled annual fee for Grade 1 commission agents?

The published category used by the tool is 100,000 AFN, subject to official classification.

What is the modeled Grade 4 commission-agent amount?

The published Grade 4 category is 25,000 AFN per year.

Who determines a commission agent's legal grade?

The relevant authority and applicable law determine classification; the tool cannot assign an official grade.

Why is the historical fuel schedule unavailable?

A reliable comparable older rate schedule has not been validated for every category, so the tool does not invent one.

Does the reduced 2026 corporate tax replace fuel fixed tax?

Not necessarily. Fixed fuel-trade levies and corporate profit taxation have distinct requirements.

Can I use this calculator to prepare an official fuel tax return?

No. It provides category estimates and source references; reporting and payment documents must follow official requirements.
